SAIC Helps Texas Utility Win Grant to Improve Water and Wastewater Infrastructure
SAIC served as engineer-of-record to Brownsville Public Utilities Board (BPUB) during the preparation of Texas Water Development (TWDB) State Revolving Fund (SRF) application preparation for funding under the American Recovery and Reinvestment Act (ARRA).
The applications were prepared in accordance with the TWDB standards, which included cost categories for construction and materials and testing.
The city of Brownsville couldn’t afford to speculatively invest in the design of corrective sewer infrastructure despite the need for projects to be “shovel-ready” prior to submission for grant funding coverage. When they were notified that they had been shortlisted for $46 million of funding, they immediately hired design consultants and SAIC as the program manager to complete the design of the entire program within four weeks.

As program manager during the design phase, SAIC developed design criteria for various aspects of the designs: technical assistance, oversight, and review of the work for the design consultants; schedule setting and management of the progress of the design consultants; and preparation of the 1,200-page application for grant funding. The program was submitted ahead of the deadline, was approved for funding, and was among only three applications deemed administratively complete by TWDB upon their initial review.
“This grant award is a huge benefit to the Brownsville community,” said BPUB's CEO John Bruciak. "It will allow us to proceed with much needed water and wastewater infrastructure improvements."
SAIC is currently managing the construction phase of the wastewater system rehabilitation and upgrade projects. Improvements to the system include gravity sewer, lift station, odor control, and flow transfer. Project completion is slated for late 2012.
